His research has included wealth taxation and financial inclusion and he is author in 2021 of the book Financial Inclusion: Critique and Alternatives (Policy Press).\n\n\nAfternoon Panel contributors include:\n\n\nAndy Morrison\, Director of UK National Audit Office\, Newcastle\n\n\nAndy Summers\, Director of the Centre for the Analysis of Taxation and Associate Professor in Law\, London School of Economics. Andy’s research focuses on the evaluation and design of tax policies\, particularly those affecting top earners and wealthy individuals.\n\n\nSarah Kerr\, Research Fellow\, International Inequalities Institute\, and member of the Wealth\, Elites and Tax Justice theme at the London School of Economics\n\n\nThe conference examines:\n\n\n\nthe ways in which taxes in the past and in the present have contributed to unequal wealth holdings\nhow taxes could tackle wealth inequality\nwhy governments of any political persuasion find this a difficult policy area\nand knowledge gaps requiring further research (or what a research agenda in this area must address).\n\n  \nThe conference will be of particular relevance to you if:\n\nyou are interested in the inequality and the relationship between wealth and poverty\nyou are interested in the role of taxes in delivering social outcomes\nyou are interested in knowledge gaps which hinder the delivery of more just social policies.\n\n\n\nThe event is funded by the Social Policy Association and lunch and refreshments will be provided. DESCRIPTION:We are thrilled to announce that the next edition of the Doctoral Meeting of Researchers in International Taxation (DocMIT) & Postdoctoral International Tax Forum (PITF) event will take place on 5 and 6 February 2025 at the IBFD headquarters in Amsterdam. \nThe seminar is intended for young tax scholars and students working on their doctoral theses in international\, European\, or comparative tax law. The selected participants will have an opportunity to discuss their current research projects with leading academics and a select circle of colleagues. DESCRIPTION:The 34th Annual Tax Research Network Conference will be held on 8-10th September 2025 at Nottingham University Business School – for full details\, see https://taxresearch.network/trn25-nottingham/. \nRegistration has closed for the TRN25.  \nIf you are a currently registered PhD student (full-time only) you can qualify for a heavily subsidised rate as part of the CIOT sponsorship we have for this event. Please select the relevant PhD option below if this applies to you (please note that this will be validated). \nThe conference rates include full entry to the event on the chosen days\, including all catering during the working days (and the conference dinner on the evening of 8th Sept if this extra is chosen as part of your booking)\, car parking and Wi-Fi. However\, no accommodation or travel is included in these rates – this must be arranged by yourself directly. \nPlease note that spaces at the conference dinner are limited and cannot be extended once capacity is reached so\, please book this early to guarantee a place. \nEvening meals on the 9th of September are by your own arrangement. \nIf you have any questions on the booking process\, please contact the conference organisers (contact details provided in the link above to the full conference details). \n\nIn addition to the highly discounted PhD rates\, we have a small number of PhD fee waivers for in person presenters. Priority will be given to PhD students who are not in full-time employment. \nThere is also some limited support to cover travel and accommodation costs for PhD students and Early Career Academics in post for less than two years. It is unlikely that this support will cover all your costs and there are strict upper limits on what we can reimburse. Direct conference costs have risen considerably this year\, and the fees have already been heavily subsidised. DESCRIPTION:📢 Upcoming Webinar by the TRN: Artificial Intelligence (AI) in Tax Research\, Education and the Profession  Insights\, Impacts & Opportunities \nDate: Thursday 22nd January 2026\nTime: 09:00 GMT\nLocation: Online (Webinar link will be emailed directly to participants) \n\nWe are delighted to share our confirmed panel speakers: \nCommissioner Ruth Kennedy\, Irish Revenue \nCommissioner Ruth Kennedy is a member of the Revenue Board and Director General of Customs. She was appointed as Commissioner in 2022. Five divisions report directly to Commissioner Kennedy\, namely Large Corporates Division\, High Wealth and Financial Services Division\, Medium Enterprises Division\, Customs Division\, and Information Communications Technology and Logistics Division. Prior to her appointment\, Ruth held various senior management positions in Revenue\, including Assistant Secretary of Personal Division and Project Manager for PAYE Modernisation. She joined Revenue in 2012 from Accenture where she was a senior manager in the Revenue and Customs Client Service Group. \nAnna Kwiatkowka\, Chief Data Scientist\, HMRC \nAnna Kwiatkowska is HMRC’s Chief Data Scientist\, leading the department’s Data Science function via a hub and spoke model. She focuses on building robust AI and data science capability\, driving data‑led innovation\, and fostering a trusted\, ethical approach to AI across HMRC. Anna also heads HMRC’s Ethics and AI Assurance function\, supporting the organisation’s ambition to be a modern\, innovative and trusted tax authority. \nBefore joining HMRC\, Anna held senior roles in AI\, data science\, and innovation across consultancy\, broadcasting\, retail and FMCG. \nShe was educated at Rhodes University and the Graduate School of Business at the University of Cape Town. \nRitchie Tout\, Partner\, Azets \nRitchie Tout is a Chartered Tax Adviser and Partner at Azets\, specializing in tax support\, share-related transactions\, employee incentive plans\, and share valuations. He trained at a “Big 4” firm\, qualified as a Chartered Tax Adviser\, and spent 15 years at PwC focusing on M&A tax work and incentive plans. He later worked as a director at Mazars for six years before joining Azets as partner in South Wales. Ritchie Tout is a former chair of the South Wales branch of the Chartered Institute of Taxation and is Chair of its Welsh Taxes technical sub-committee. He edits online tax valuation materials for Croner-i. \nAnthony Pritchard\, Chief Digital Officer\, Welsh Revenue Authority \nI am the Chief Digital Officer for Welsh Revenue Authority. I am responsible for a team of more than 30 DDAT professionals that develop and support digital services to support our tax collection functions. \nI joined WRA as part of the implementation team that created the WRA and played a key role in the implementation of their cloud only digital solutions. In 2018 the WRA was awarded “The Best Use of Cloud” at the UK IT Awards. \nPrevious to this I spent 15 years in Welsh Government\, my last role was the implementation of Rural Payments Wales Online. \nStephen Daly\, Reader in Tax Law\, King’s College London \nDr Stephen Daly is a Reader in Tax Law at King’s College London. He holds degrees in law from University College Cork\, University College London and the University of Oxford. He is also a CTA (Fellow). Dr Daly’s research focuses on administrative law\, technical tax law and EU law. He published his first sole authored monograph on tax administration with Hart Publishing and is publishing his second with Cambridge University Press. With Ruth Mason\, he will publish a monograph with Oxford University Press on tax and subsidies. He has published over 40 papers in leading generalist academic journals\, specialist tax journals and various edited collections. He is General Editor of the British Tax Review. He is also a member of HMRC’s Guidance Strategy Forum and the Tax Law Review Committee of the Institute for Fiscal Studies. \nTerry Filer\, TRN Deputy Chair (Education)\, Swansea University \nTerry Filer is an Associate Professor and Head of Accounting and Finance at Swansea University. Where she teaches taxation and financial accounting\, preparing students for graduate roles through innovative teaching methods such as virtual reality and community‑focused charity accounting projects. Her research explores ways to enhance learning and assessment in taxation\, auditing\, and accounting\, with immersive VR case studies proving particularly effective and engaging for students. Terry trained with PwC before moving into management accounting at South Wales Police\, later becoming General Manager of a major PFI consortium in Wales\, where she delivered increased shareholder returns through creative accounting and taxation solutions. \nKelly Sizer\, Head of Qualifications Development\, Chartered Institute of Taxation/Association of Tax Technicians (CIOT/ATT) \nKelly Sizer is Head of Qualifications Development for the CIOT and ATT\, having previously worked for CIOT as Senior Manager for the Low Incomes Tax Reform Group. She is a CTA (Fellow)\, which was awarded in 2018 for her thesis on the complexities of tax-incentivised savings for the low-income population. \nSara Closs-Davies\, TRN Deputy Chair (Research)\, Manchester University \nDr Sara Closs-Davies\, a member of the Chartered Institute of Taxation and Fellow member of the Association of Chartered and Certified Accountants\, is Senior Lecturer and Researcher in Accounting and Taxation at the University of Manchester. Sara’s research focusses on real-life implications of tax and welfare policy on citizens\, civil servants\, businesses\, and social inequality. Sara explores the effectiveness of tax policy and administration\, and has published in high-ranking academic journals\, books\, commissioned reports\, and responded to Calls for Evidence from the Welsh Government and UK Parliament.
