TRN Devolved Tax Policy and Administration Committee (DTPAC)

The Devolved Tax Policy and Administration Committee (DTPAC) focusses on fiscal decentralisation involving taxation, and is interested in how devolved tax powers inform and shape our socio-economic future, well-being and sustainability.

What are the aims and purpose of DTPAC?

The overall aims of the DTPAC are to create and strengthen the relationship and engagement between tax researchers, tax professionals and devolved and central governments and tax authorities (in and outside of the UK), bridging the gap between academia, praxis and impact, with the ambition to 

  • raise awareness of current tax research and issues surrounding devolved taxation (policy, administration and practice); 
  • to facilitate effective communication, share knowledge and encourage collaboration between tax researchers, professionals and government officials on devolved tax issues; and 
  • encourage participation between TRN members, tax professionals and government officials in relevant events organised by all parties.

About the DTPAC:

This interdisciplinary subcommittee will examine key issues surrounding devolved taxation, including governance, equity, socio-economic impact, public accountability, a nation’s culture, well-being and sustainability. Members will contribute to research, policy analysis, and recommendations aimed at informing devolved and central tax administrations and governments, academics, tax professionals and the public.

We are seeking engaged and knowledgeable TRN members to join DTPAC, dedicated to exploring the implications, opportunities, and challenges of tax devolution (policy, administration and practice).

We welcome applications from TRN members with experience or interest in:

  • Tax policy and administration
  • Economics and public finance
  • Law and governance
  • Local government and devolution
  • Civil society and community engagement

What you’ll do as a DTPAC member:

As a DTPAC member, you will:

  • Participate in regular meetings and collaborative research
  • Contribute to written reports, briefings, and public consultations
  • Help shape an informed, evidence-based discourse on devolved taxation
  • Participate in the committee’s initial research project, which involves a meta-analysis of existing literature and research studies relating to devolved tax administrations. This will examine devolved tax administrations in and outside of the United Kingdom, focussing on aspects of good practice and areas for further development in relation to the administration of devolved tax policies. Outputs from this initial project include an academic article publication, a TRN Blog piece, briefing report to devolved tax administrations and governments, presentations at relevant conferences and events,  and a stepping stone to help inform future collaborative research projects that align with the aims of the committee.
